Kidblog seems to be one of the easiest for interactive, protected blogs. The basic level is free, but additional functionality can be added.
Google's blogging tool is great for schools that already use Google Apps for Education.
Wordpress is great for the more advanced user.
The teacher needs to decide on a purpose for the blog.
